{"id":7535,"date":"2024-04-29T10:15:26","date_gmt":"2024-04-29T08:15:26","guid":{"rendered":"https:\/\/eu.bd.com\/iv-news\/?p=7535"},"modified":"2024-05-21T11:50:08","modified_gmt":"2024-05-21T09:50:08","slug":"eu-directive-2022-431-whats-in-it-for-healthcare-workers","status":"publish","type":"post","link":"https:\/\/eu.bd.com\/iv-news\/news-innovation\/eu-directive-2022-431-whats-in-it-for-healthcare-workers\/","title":{"rendered":"EU Directive 2022\/431: What\u2019s in it for healthcare workers?"},"content":{"rendered":"<h2>EU Directive 2022\/431 in a nutshell<\/h2>\n<p>European Union (EU) Directive 2022\/431, also known as the Carcinogens, Mutagens and Reprotoxic Substances Directive (EU-CMRD) aims to protect healthcare workers (HCWs) from the risks associated with occupational exposure to carcinogens, mutagens and reprotoxic substances.<sup>1<\/sup><\/p>\n<h3>Did you know?<\/h3>\n<ul>\n<li><strong>8 million healthcare workers <\/strong>are exposed to hazardous drugs (HDs) in the EU<sup>2<\/sup><\/li>\n<li><strong>Close to 67%<\/strong> of EU workers exposed to carcinogens died from cancer in 2016<sup>3<\/sup><\/li>\n<li>Cancer costs Europe an estimated <strong>\u20ac100 billion<\/strong> annually<sup>4<\/sup><\/li>\n<\/ul>\n<h2>How EU Directive 2022\/431 differs from Directive 2004\/37\/EC<\/h2>\n<p>This directive amends Directive 2004\/37\/EC on the protection of workers from the risks related to exposure to carcinogens and mutagens (EU-CMD) at work by including HDs or hazardous medicinal products.<sup>1<\/sup> HDs which contain one or several CMRs fall under the scope of this directive.<sup>1<\/sup><\/p>\n<p>Another important change to this directive is the inclusion of reprotoxic substances.<sup>5<\/sup> Reprotoxic applies to substances that interfere with reproduction (e.g., infertility, miscarriages and foetal malformations) as well as causing toxicity in offspring.<sup>1,6<\/sup><\/p>\n<p>The directive\u2019s original title was changed from the protection of workers from the risks related to exposure to carcinogens or mutagens (EU-CMD) at work to the protection of workers from the risks related to exposure to carcinogens, mutagens or reprotoxic substances (EU-CMRD) at work.<sup>5<\/sup><\/p>\n<p><strong>More on this topic:<\/strong> <a href=\"https:\/\/eu.bd.com\/iv-news\/scientific-publications\/study-reduce-hazardous-drug-contamination-with-bd\/\">New clinic study: Reduce hazardous drug contamination with BD<\/a><\/p>\n<h2>What does this directive mean for healthcare settings?<\/h2>\n<p>The directive plays a crucial role in ensuring the health and safety of workers in the EU, and its implementation is a key responsibility for all EU countries. In the healthcare sector, workers can be exposed to carcinogens, mutagens, and reprotoxic substances through various sources, such as certain medications, cleaning products or chemical agents.<sup>2,6<\/sup><\/p>\n<p>The inclusion of hazardous medicinal products in the directive means that healthcare facilities will need to assess the risk of exposure to these substances and implement appropriate protective measures.<sup>1<\/sup><\/p>\n<h3>Key EU Directive 2022\/431 healthcare recommendations<sup>1<\/sup><\/h3>\n<h4>Employers are responsible for:<\/h4>\n<ul>\n<li>Performing regular risk of exposure assessments<\/li>\n<li>Providing mandatory high-quality training to HCWs who may be exposed to HDs<\/li>\n<li>Using appropriate procedures to measure hazardous substances<\/li>\n<li>Adopting a closed technological system when HDs cannot be replaced<\/li>\n<li>Involving workers and\/or workers&#8217; representatives in applying this directive<\/li>\n<\/ul>\n<p>These measures fall under the categories \u201cengineering controls\u201d and \u201cadministrative controls\u201d listed in the hierarchy of controls below. By implementing a hierarchy of controls, you can help protect your colleagues\u2019 safety and yours in the workplace.<sup>7<\/sup><\/p>\n<h3>Hierarchy of controls from most effective to least effective<sup>7<\/sup><\/h3>\n<ol>\n<li><strong>Elimination:<\/strong> Remove the HD<\/li>\n<li><strong>Substitution:<\/strong> Replace the HD<\/li>\n<li><strong>Engineering controls:<\/strong> Isolate HCWs from HDs<\/li>\n<li><strong>Administrative controls:<\/strong> Implement processes to help reduce the duration, frequency or intensity of exposure to HDs<\/li>\n<li><strong>Personal protective equipment (PPE):<\/strong> Wear these to minimise exposure to HDs<\/li>\n<\/ol>\n<p><strong>More on this topic:<\/strong> <a href=\"https:\/\/eu.bd.com\/iv-news\/news-innovation\/new-nursing-guidelines-recommend-more-frequent-surface-monitoring\/\">New nursing guidelines recommend more frequent surface monitoring<\/a><\/p>\n<h2>The future of this directive<\/h2>\n<p><u>5th April 2024:<\/u> EU member states should transpose the EU-CMRD into national law.<sup>1<\/sup><\/p>\n<p><u>5th April 2025:<\/u> The European Commission should provide a list of HDs that will be classified as category 1A or 1B carcinogens, mutagens or reprotoxic substances as set out in Annex I to Regulation (EC) No 1272\/2008.<sup>1<\/sup><\/p>\n<p>\u201cThe EU is taking another step to keep workers safe from substances which may lead to cancer or other illnesses.
